festival-dev software package provides Development kit for the Festival speech synthesis system, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install festival-dev
festival-dev is installed in your system.
Make ensure the festival-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep festival-dev *
You will get with festival-dev package name, version, architecture and description in a table
